Windows Balloon message question

Is it possible to use the Windows API to create those little yellow balloon messages that we window users are all so fond of?

I managed to get something working with growl, but it's extraordinarily cumbersome to have to install and configure a new program only to have it run from the windows command line prompt (like a batch file) just for a popup message.

Note that I know absolutely nothing about the windows API or if this is even possible. If it is possible I'd love the person who configured it forever.
