I have no idea what are you talking about. There is no such thing as a ''Windows installer for Ubuntu Desktop' for Mudlet, and I don't know why did you break (or how, or what does that even mean) your OS install, or why did you uninstall it to begin with.
If you install the latest Ubuntu 13.10, Mudlet 2.1 is available by default: https://apps.ubuntu.com/cat/applications/mudlet/ - anywhere else, you follow instructions to add the PPA (your screenshot said precise, which is Ubuntu 12.04) - then check for updates, and if you've got Mudlet 2.1 installed, you'll be prompted to update. There's not much to it.

Is the one I downloaded, For some reason it wouldn't update so I uninstalled it and reinstalled it and before adding anything to the OS I added the lua zip stuff, and the PPA and then updated the thing and it installed first time..
Then I added the programs i needed...
