I can move the top border of the error console up a bit, to about 4", and down to nothing, but there is no scrolling at all with the arrows or page up/down keys. On top of that, I think it doesn't word wrap (thought I'm out of errors to test this on for a minute or two), hence my request for scroll ...

I don't think you can put a target as part of the pattern, not that I've figured out at any rate. What I've done is this:

Pattern: ^([a-zA-Z']+) stands up.$
Code: [show] | [select all] lua
if (matches[2] == target) then send(defPKCmd .. " " .. pkTarget) end

On Z/CMUD under the scroll bar there is a little square you can click to restore/unsplit the window after scrolling up, or make the default scroll handle bigger.
